OAED's role
The operation of OAED is based on the following three pillars: (i) promotion to employment; (ii) unemployment insurance and social protection of maternity and family; and (iii) vocational education and training.
OAED is the public authority and central body managing:
Active Labour Market Policies (ALMPs) for halting unemployment, promoting employment and vocational training for both unemployed and employed people.
Passive Labour Market Policies (PLMPs) with regard to measures for unemployment insurance (regular unemployment benefit) and other social protection benefits and allowances (maternity allowance, OAED day nurseries).
Active Labour Market Policies for initial vocational education combined with on-the-job training (Apprenticeship system).
OAED΄s main policy axes can be summarized as follows:
Promotion of Employment through programmes aiming to reduce (a) labour costs (wages and salaries), (b) non-wage labour costs, by subsidizing social security contributions, by facilitating transition to employment, with emphasis on population groups most severely affected by unemployment, as well as on vulnerable population groups.
Co-operation with social and local bodies within the framework of local employment programmes, in which the local Public Employment Services (KPA2) play a central role.
Counselling Services.
Promotion of employees’ and employers’ adaptability in conjunction with employment retention.
Implementation of the Dual System of Vocational Education and Training (i.e. Apprenticeship) at the OAED Apprenticeship Vocational Education Schools’ (EPAS).
Operation of day nurseries.
Matching labour supply and demand with the support of Employment Counsellors and online, through the new OAED portal.
EURES network for matching labour supply and demand at European level.
